The Watershed, CPAH’s Southwest Portland project is a great combination of mixed use housing, green building and neighborhood involvement.
The project contains a mixed use development in the heart of the Hillsdale Town Center, which was completed in February 2008. Housing includes affordable rental housing for seniors (51 units), with 40 units available to those with incomes at or below 30% of median or currently $15,270 per year. The project also includes a 2,000 square foot community center.

The building includes approximately 3,200 square feet of market rate office/commercial condominium space, 1,796 square feet of which is still available for sale. CPAH will be purchasing 1,319 square feet of the condominium space for its permanent offices, with recent grants awarded from Meyer Memorial Trust ($155,000) and The Collins Foundation ($47,500), and fundraising continues in expectation of a fall move in.

The Watershed also includes a vertical glass and steel tower bearing a HILLSDALE sign that enhances the entrance to the town center. The project will help to knit together development in the Hillsdale Business Center with an unconnected but expanding commercial node on the west side of Bertha Boulevard.
The Hillsdale neighborhood has been involved in and supportive of the Watershed project from its early stages in 2001. Neighborhood and business leaders participated in naming the building, and they have raised funds for lighting the sign and the tower and installing a public water fountain. |
The Watershed project incorporates several innovative green-building techniques and building materials that minimize life-cycle costs. Innovations include a high-efficiency central hot water boiler, durable building envelope materials, very high energy conserving windows, and an innovative heat-recovering ventilation system. Storm water will be detained onsite and will be naturally pre-treated to help maintain water quality in the Stephens Creek and Fanno Creek watersheds.
The project is expected to achieve a LEED silver rating. CPAH has received grants from the City of Portland Office of Sustainable Development and the Enterprise Foundation Green Communities Initiative to offset the cost for the green building features, and from Metro for the transit-oriented development.
