Community Partners for Affordable Housing
(CPAH)
CPAH provides safe and healthy affordable housing along with support and skill building activities for individuals and families with the greatest need who live or work in the Tigard-Tualatin area and SW Portland, Oregon.

CPAH owns five apartment complexes which provide housing for families at 60% or less of the Portland metropolitan area median income: Village at Washington Square, Greenburg Oaks, Metzger Park, Oleson Woods and The Watershed @ Hillsdale.

CPAH to Develop New Project in SW Portland

The Portland City Council in July unanimously voted to recommend redeveloping the Jerome F. Sears U.S. Army Reserve Center in SW Portland as affordable housing, and selected CPAH as the preferred developer.

CPAH is planning a 110-unit mix of rental apartments, homes for sale and green community space on the 4-acre site, located at 2730 SW Multnomah Blvd.

Nearby Multnomah neighbors preferred that the site be used for an emergency response and maintenance center, and the city council committed to finding another Southwest location to house such a center.

Some residents have also expressed concern about traffic, safety and parking issues related to the housing development, and CPAH will work closely with a neighborhood committee throughout the design process to address those concerns.

The U.S. Dept. of Defense has the final say on the development, and the army base currently on the site is set to close in 2011 – more updates to follow!

The Watershed @ Hillsdale

Residents are excitedly moving into CPAH’s fifth affordable housing project! Located in SW Portland, The Watershed provides 51 units of affordable housing and supportive services for seniors, veterans and the disabled.

The project also features commercial condominium office space for sale. CPAH, with grants from Meyer Memorial Trust ($155,000) and The Collins Foundation ($47,500), will purchase part of the condominium space for its offices, and with fundraising continuing, hopes to move into its new office in the fall. One condominium remains on the market; for more information email Sheila Greenlaw-Fink.

The Watershed is a green and sustainable project, and is expected to be certified LEED Silver (Leadership in Energy and Environmental Design). The mixed-use building – with its soaring vertical tower and HILLSDALE sign – offers a unique gateway to the vibrant community. Click here for more details on the green building features.

Oleson Woods

Oleson Woods is the first completed project in Oregon to receive funds through Enterprise’s Green Communities Initiative which provides financing, equity and grants to develop rental housing and for-sale homes for low to moderate income Americans.

Oleson Woods was featured by The Daily Journal of Commerce in its article "Green Homes Go Affordable" and also in Affordable Housing Finance. The Urban Land Institute featured Oleson Woods in their series of Urban Development Case Studies. Click here to read the full case study.
